Public Offer
for entering into an agreement for the provision of educational services

1. General Provisions
1.1. This document constitutes a public offer (hereinafter, the "Offer") of the Service Provider specified in Section 4 of this Offer, addressed to legally capable individuals and other persons who, under the legislation of the Republic of Uzbekistan, are entitled to enter into an agreement for the provision of educational services.
1.2. The Offer governs relations between the Service Provider and a user of the schoolofmedicine.uz website (hereinafter, the "Platform") in connection with selecting, paying for, and obtaining access to educational programs, courses, lectures, practical sessions, master classes, clinical case reviews, and other educational activities of School of Medicine.
1.3. Full and unconditional acceptance of the Offer is constituted by the User performing the actions expressly specified in Section 5 of this Offer. From the moment of acceptance, an agreement is deemed concluded between the Service Provider and the User on the terms of this Offer and the page of the selected Course.
1.4. Information about courses having the status "Coming Soon", "Coming soon", "To be announced", or not containing a price and an active payment option is for information purposes only and, by itself, does not constitute an offer to purchase such course until sales are opened.
2. Terms and Definitions
2.1. "Service Provider" means the organization or individual entrepreneur providing educational services under the SCHOOL OF MEDICINE brand and specified in Section 4 of this Offer.
2.2. "User" / "Learner" means a person registered on the Platform and/or purchasing an educational service.
2.3. "Course" means a specific educational program published on the Platform, including its curriculum, materials, assignments, access period, price, and other terms indicated on the Course page.
2.4. "Personal Account" means a protected area of the Platform available to the User after authentication.
2.5. "LMS" means the learning management system used by the Service Provider, including Moodle or another technical platform through which learning materials and access to educational content may be provided.
2.6. "Payment Service" means a payment organization or system through which the User makes a cashless payment, including Click and/or other payment methods available on the Platform.
3. Subject Matter of the Agreement
3.1. The Service Provider undertakes to provide the User with access to the selected and paid Course and to provide educational services in the scope and on the terms specified on the page of the relevant Course, and the User undertakes to pay for the services and comply with the terms of this Offer.
3.2. The Course title, curriculum, price, format, duration, access period, composition of teachers/mentors, completion requirements, and other material characteristics are specified on the Course page on the Platform and form part of the agreement.
3.3. If individual sessions are conducted in person, synchronously online, or on specified dates, the relevant schedule is communicated to the User via the Platform, Personal Account, e-mail, or another stated method.
3.4. The Service Provider may use the LMS and other technical services to provide access to materials, conduct training, track progress, and perform organizational functions.

5. Procedure for Entering into the Agreement and Acceptance
5.1. Before payment, the User must review the description of the selected Course, its price, and this Offer.
5.2. Acceptance of the Offer means the User performs actions evidencing the intention to purchase a Course: selecting the Course, proceeding to payment, and making payment using an available payment method. If the Platform interface provides a separate checkbox or other indication of agreement with the Offer, the User must also provide such indication.
5.3. The agreement is deemed concluded in electronic form from the moment of acceptance. Electronic records of the Platform, the payment system, and other electronic messages may be used to confirm the conclusion and performance of the agreement.
5.4. The User must provide accurate information during registration and payment. The User is responsible for the consequences of providing inaccurate information to the extent established by law.
5.5. Withdrawal of acceptance after successful payment is governed by the rules on cancellation of services and refunds set forth in this Offer and by applicable law.
6. Price and Payment Procedure
6.1. The price of each Course available for purchase is indicated on its page before payment is initiated. Unless expressly stated otherwise, settlements are made in Uzbek soums (UZS).
6.2. Payment is made by cashless means through Click and/or another payment service available on the Platform at the time of payment.
6.3. The User's payment obligation is deemed fulfilled after the relevant payment service confirms a successful payment transaction and/or the payment is reflected in the Service Provider's information system.
6.4. Payment service fees, if applicable and expressly disclosed to the User, are paid in accordance with the rules of that service.
6.5. The price of a Course already paid for is not changed retroactively for the relevant order, unless otherwise required by law or agreed with the User.
6.6. Courses whose pages do not contain a price and a payment option are not available for purchase.
7. Procedure for Providing Access and Services
7.1. Access to a paid Course is provided after confirmation of payment and completion of the technical actions required by the Platform.
7.2. The access period is determined by the page of the specific Course and is calculated from the moment access is activated, unless otherwise stated on the Course page.
7.3. The User receives access through the Personal Account and/or the linked LMS. The Service Provider may send system notifications by e-mail and through the Platform interface.
7.4. The User independently ensures the availability of a device, software, and internet connection necessary to use the Platform and LMS.
7.5. Short-term technical interruptions required for updates, maintenance, and security of the Platform do not, by themselves, constitute a refusal to provide services, provided functionality is restored within a reasonable period.
7.6. In the event of prolonged technical unavailability that prevents learning, the Service Provider takes reasonable measures to restore access and, where necessary, extends the access period for the period of confirmed unavailability.
8. Rights and Obligations of the Service Provider
- provide the User with information about the Course necessary for an informed selection and payment;
- provide access to the paid Course in accordance with its terms;
- maintain reasonable organizational and technical measures for operation of the Platform and protection of user data;
- inform Users of changes to the schedule, format, or other material terms of the Course;
- may update learning materials, change the sequence of topics, and replace individual teachers/speakers with specialists of comparable qualifications, provided that this does not reduce the stated scope of the service;
- may restrict access in the event of a material violation by the User of this Offer, rules for use of materials, or Platform security requirements, subject to applicable law.
9. Rights and Obligations of the User
- receive access to the paid Course within the period and scope stated on the Course page;
- contact the Service Provider on organizational and technical matters using the stated contact details;
- use the Personal Account personally and not transfer account credentials to third parties;
- comply with learning rules and interact respectfully with teachers and other participants;
- not copy, distribute, resell, or make learning materials publicly available without the written permission of the rights holder, except where expressly permitted by law;
- immediately notify the Service Provider of unauthorized access to the account or other security incidents.
10. Certificate and Completion of Training
10.1. The completion conditions for a specific Course, including mandatory viewing of materials, completion of assignments, testing, participation in sessions, and other requirements, are stated in the Course description or communicated to the User before training begins.
10.2. For Courses in respect of which the Service Provider officially states that a state-standard certificate is issued, the relevant certificate is issued after the User fulfills the established requirements.
10.3. Legal basis for issuance of a state-standard certificate: certificate for carrying out educational activities No. 1139577 dated May 21, 2022, issued by the Public Services Center, as well as the cooperation agreement between the Center for Advanced Training of Medical Workers and the Society of Radiologists of Uzbekistan.
10.4. Details of the license, accreditation, authorization document, agreement, or other basis related to issuance of such certificate: certificate for carrying out educational activities No. 1139577 dated May 21, 2022.
10.5. If a different type of confirmation document is provided for an individual Course, its type and conditions of issuance are stated on the Course page before payment.
11. Cancellation of Services and Refunds
11.1. The User may request cancellation of services and/or a refund in the cases and according to the procedure provided by the legislation of the Republic of Uzbekistan and this Offer.
11.2. A refund, where due, is made using the same method by which payment was made, unless another method is agreed by the parties and permitted by law.
11.3. Additional refund policy of the Service Provider:
- cancellation before access is provided / before training begins: funds are refunded in full provided the application is submitted before training begins;
- cancellation after access is provided but before substantial use of materials: funds are refunded less the cost of access actually provided and expenses incurred by the Service Provider;
- cancellation after viewing/completing part of the Course: the refund is made in proportion to the unprovided part of the educational services, unless otherwise provided by the legislation of the Republic of Uzbekistan;
- period for consideration of a refund application: up to 10 business days from receipt of the application and necessary documents;
- period for actual refund of funds: up to 10 business days after the decision to refund is made.
11.4. The provisions of this section may not be interpreted as limiting mandatory consumer rights established by law.
11.5. To request a refund, the User sends a request to e-mail: medschool.uz@gmail.com and states the full name, account e-mail, Course title, payment date, and information enabling identification of the payment.
12. Rescheduling, Changes, and Cancellation of the Course
12.1. The Service Provider may change the schedule, format, or individual organizational elements of the Course where objectively necessary, having first notified the User by a reasonable method.
12.2. In the event of a material change that makes the User's participation impossible, the parties resolve the matter by rescheduling participation, providing an alternative format, or refunding funds in accordance with law and the agreed refund policy.
12.3. If a paid Course is cancelled by the Service Provider before it is actually provided to the User, the amount paid is refundable unless the User agrees to transfer participation to another course or date.
13. Intellectual Property
13.1. Exclusive and other rights to Course materials, Platform design, texts, presentations, video recordings, images, methodological materials, and other objects belong to their respective rights holders.
13.2. Payment for the Course grants the User a limited, personal, non-transferable right to use the learning materials solely for the User's own learning within the access period.
13.3. Screen recording for distribution, mass copying, publication, transfer of access, sale of materials, and other commercial use without permission of the rights holder are prohibited.
14. Personal Data and Notifications
14.1. The User's personal data is processed in accordance with the legislation of the Republic of Uzbekistan and the Platform Privacy Policy.
14.2. The User agrees to receive service messages necessary for performance of the agreement: payment confirmations, access notifications, schedule changes, Course completion notices, access recovery messages, and other transactional messages.
14.3. Advertising and informational mailings not required for performance of the agreement are sent where there is an appropriate legal basis and/or the User's consent.
15. Liability of the Parties
15.1. The parties are liable for non-performance or improper performance of obligations in accordance with law and this Offer.
15.2. The Service Provider is not liable for inability to use the Platform for reasons beyond its reasonable control, including malfunction of the User's equipment, lack of internet connection, restrictions imposed by third-party services, and other similar circumstances.
15.3. Educational materials are intended for professional training and do not replace a physician's clinical decision, individual medical advice, diagnosis, or treatment of a specific patient.
15.4. The User is responsible for maintaining the confidentiality of account credentials and for actions performed using the User's account, unless proven otherwise.
16. Force Majeure
16.1. The parties are released from liability for non-performance of obligations due to force majeure circumstances to the extent such circumstances directly affected performance of the agreement.
16.2. The party for whom performance becomes impossible, where practicable, notifies the other party of the occurrence and cessation of such circumstances.
17. Requests, Claims, and Dispute Resolution

17.2. Period for consideration of requests / claims, unless another period is established by law: 10 business days.
17.3. The parties seek to resolve disputes through negotiations and the claims procedure. If no agreement is reached, the dispute is resolved in accordance with the procedure established by the legislation of the Republic of Uzbekistan.
18. Amendments to the Offer and Term
18.1. The Service Provider may amend this Offer by publishing a new version on the Platform.
18.2. The new version applies to relations arising after it enters into force. The terms of an order already paid for shall not be retroactively worsened unless expressly provided by law or agreed by the parties.
18.3. Effective date of this version: August 03, 2026.
18.4. The current version of the Offer is published at: https://schoolofmedicine.uz/en/offer or at another permanent address specified on the Platform.
